The Singapore Navy's Next Wave

Acquiring advanced technology and cutting-edge hardware aside, grooming well-trained and committed personnel is the Navy's top priority as it progresses in its 3rd Generation transformation.

As the Republic of Singapore Navy (RSN) prepares itself for future challenges and capabilities, it has not forgotten its roots.
There is an old Chinese saying "前人种树,后人乘凉", which translates to "forefathers plant trees so their descendants can enjoy the shade". And following the good example of its forefathers, the RSN has not been content with resting in the shade, but is making sure that generations to come will continue to be protected from the sun.

As Chief of Navy Rear-Admiral (RADM) Ng Chee Peng said at the RSN Workplan Seminar on 25 Mar: "As we continue apace in the new work year, we must cast our minds forward and start seeding developments beyond the 3rd Generation RSN, towards RSN 2030."
Looking a decade-and-a-half into the future shows foresight, and indeed, with the ever-evolving threats to maritime security (MARSEC), machines and systems must be constantly renewed and people continuously trained. However, preparing for the new does not mean discarding the old; sitting under the trees of our forefathers that are still standing tall today, there is still much value in their knowledge. And this is the RSN's plan to move towards 2030: to take care of the planters, to nurture the trees, and to keep planting.

Care for the care-givers

A forest is nothing without the planters that care for it. Appreciating this, the RSN places much emphasis on developing its people. And with about 70 percent of all uniformed naval personnel moving over to the Military Domain Experts Scheme (MDES) in 2010, the Navy has taken steps to strengthen the MDES identity and enhance the knowledge of its Military Experts (MEs).
RADM Ng emphasised that "in growing our capabilities, the RSN has, over the years, poured more and more of our limited resources into our 'fighting teeth'. Going forward, we must ensure that our organisational 'tail' in areas such as training, logistics and engineering, is able to keep up with our 'teeth' of operations and capability development".Hence, on top of establishing the Naval Military Expert Institute as the spiritual home of the MEs, the RSN is reviewing the curriculum across the ME rank continuum to ensure that their skills and knowledge remain relevant to the present and future needs of the Navy.

Enhancements include a tighter coupling of operations doctrines and training curriculum, the use of more advanced shore simulators, more industrial training opportunities, and a closer partnership with institutes of higher learning.For example, the RSN-IMarEST Streamlined Accreditation Programme was recently introduced, allowing RSN personnel, such as engineers, naval officers and divers, to obtain professional accreditation from the Institute of Marine Engineering, Science and Technology (IMarEST).
On the motivations behind offering this accreditation, ME7 Keith Lim, Head Operations Logistics Group, said, "We believe we can give them (the servicemen and women) a sense of security by having ourselves benchmarked against the industry. It provides assurance that what we do is both relevant and highly regarded, and that the organisation is willing to develop its people." ME7 Lim helped to spearhead the programme in 2010.

Applicants must meet certain criteria, such as having held particular appointments that demonstrate their competencies and experience, as well as submit a portfolio documenting their job exposure in the related fields, and sit for an interview.

For instance, ME5 Jackson Ng, who is in the process of obtaining his accreditation, has spent his 11 years in the Navy building up his experience in the area of engineering. To date, he has taken on roles such as Senior Combat Systems Engineer on board frigate RSS Formidable, as well as Senior Engineer in Sensors Systems Branch, Naval Logistics Department. Currently Commanding Officer, Sensor Systems School, he is in charge of the operations and technical training for three vocation specialisations - Navigation Systems, Communications Systems, and Electronic Warfare Systems.ME5 Ng described his experience: "In drafting my work portfolio, it reinforced my belief that my career with the Navy has provided me with ample opportunities and wide exposure to practise and hone my engineering knowledge, as well as develop my engineering management and leadership skills. "With such accreditation, our MEs will be even more well-regarded by the industry and foreign military professionals, thereby enhancing the branding of our people and our Navy."

Singapore wants to buy Igla-S missiles of Russia





Singapore Armed Forces can be equipped with air defense missile maneuver (MANPADS) Igla-S new kind of Russia, Head of Engineering Design Bureau Konstruktorskoye Byuro Mashynostroyenia (KBM), Mr. Georgy Vasilyev said on 23/4.
"Between Singapore and we have had a relationship lasting cooperation, will soon start negotiations on the ability to buy air defense missile latest Igla shoulder-our-S", Mr Vasilyev said.

According to the officials of KBM, Singapore Army is currently using an older version of Igla MANPADS complexes. The main difference between the Igla-S with its previous versions are fighting capability is enhanced to 1.5 times, the ability to attack and destroy a wide variety of aerodynamic targets at different distances away from the 6km. The application of the new algorithm programming and advanced electronic system significantly enhances the ability to "immune" to the enemy's electronic interference, thereby enhancing the probability of destroying the target aircraft, cruise missiles The subsonic, unmanned aircraft .

Combinations of missile Igla-S uses the first target it needs, creating the ability to destroy precise targets with high probability. The integration of new electronic circuits can significantly reduce the volume of space inside part strategy for the detection sensor and navigation, so the weight of the missile warhead has increased from 1.3 to 2 , 5kg, creating devastating and affect a larger range without increasing the overall weight of the missile.

Mr. Vasilyev also note that, apart from Singapore, a number of other countries such as Malaysia, Egypt and Turkey have shown great interest combined MANPADS Igla-S.

Singapore gets a New Chief of Army - Brigadier-General (BG) Perry Lim Cheng Yeow

The Army welcomed its new Chief of Army Brigadier-General (BG) Perry Lim Cheng Yeow this afternoon.  At the Change of Command Parade held at Pasir Laba Camp, BG Lim took over the Army's symbol of Command from the outgoing Chief of Army Major-General Ravinder Singh s/o Harchand Singh.

As part of the parade, MG Singh reviewed the Guard-of-Honour made up of contingents from the Commando Formation and the 2nd People's Defence Force. The parade also included 10 marching contingents from the other Army formations and a mobile column.

BG Lim, 41, joined the Singapore Armed Forces (SAF) in 1990, and was awarded the SAF (Overseas) and President's Scholarship in 1991. He holds a Bachelor of Arts (Starred First) (Mechanical Engineering) from the University of Cambridge, United Kingdom. BG Lim was also awarded the Lee Kuan Yew Postgraduate Scholarship in 2008 to pursue a Master of Business Administration in INSEAD, Singapore. In the course of his military career, he has held, amongst others, the appointments of Commanding Officer, 1st Battalion, Singapore Guards; Commander, 7th Singapore Infantry Brigade; Head, Joint Plans and Transformation Department; and Commander, 3rd Division. BG Lim was also Chairman of the Executive Committee for the National Day Parade 2013.

The change of command is part of the SAF's continuing process of leadership renewal. The parade was witnessed by Chief of Defence Force Lieutenant-General Ng Chee Meng, and attended by senior SAF officers and servicemen from the Army.

Singapore and Indian Armies Conduct Tenth Bilateral Armour Exercise

The Singapore Army and the Indian Army are conducting Exercise Bold Kurukshetra, a bilateral armour exercise from 1 to 31 March 2014. This year's exercise is the tenth in its series involving 690 soldiers from the Singapore Army and Indian Army. As part of the exercise, the two armies executed integrated manoeuvres and engaged in joint planning and training.

A highlight of this year's exercise was the integrated live-firing by armoured fighting vehicles from both armies. Commenting on the success of the exercise, Commanding Officer of the 42nd Battalion of the Singapore Armoured Regiment Lieutenant Colonel Ng Wei How said, "the rich exchanges and joint training with the Indian Army in Exercise Bold Kurukshetra 2014 have enhanced bilateral coordination and interoperability between the two armies."

Exercise Bold Kurukshetra is conducted under the ambit of the Bilateral Agreement for Joint Army Training and Exercises between the Singapore and Indian armies. This exercise underscores the warm defence relationship between both countries. Both defence establishments also interact regularly through high-level visits, policy dialogues, courses, seminars and other professional exchanges.

Steady defence spending will continue - 2014 Singapore Defence Budget

Combined defence spending in Asia exceeded that of the West for the first time, including higher spending by regional countries — Indonesia and Malaysia’s defence budget grew 125 per cent and 35 per cent respectively.



Singapore's defence expenditure came under debate on Wednesday as  Parliament MPs discussed the biggest item under Budget 2014.The majority of MPs who spoke on the topic supported the nation's commitment to maintain its level of defence spending.Singapore will continue its approach of keeping defence spending steady, avoiding sharp spikes or drops which would undermine defence capabilities over the medium term.

Training artillery exercise for Singapore armed forces with Primus 155mm self-propelled howitzer - Exercise Thunder Warrior concludes today with New Zealand

Second Minister for Defence Mr Chan Chun Sing visited Singapore Armed Forces (SAF) troops training in an artillery exercise, codenamed Thunder Warrior, at the Waiouru Training Area in New Zealand today. During his visit, Mr Chan witnessed a battalion live-firing exercise involving the Singapore Self-Propelled Howitzer (SSPH), Primus, and interacted with SAF troops participating in the exercise.

The exercise, conducted from 13 to 25 January 2014, involves about 400 personnel from the 21st and 24th Battalions, Singapore Artillery (SA). In addition, Gunners from the Royal Regiment of New Zealand Artillery, New Zealand Defence Force (NZDF) had joined the Singapore Artillery in a bilateral segment of the exercise to operate and fire the SSPH.

Exercise Thunder Warrior has been conducted annually in New Zealand since 1997, and underscores the close and long-standing defence relations between Singapore and New Zealand. The SAF and the NZDF interact extensively through a wide range of bilateral and multilateral training exercises, professional exchanges, visits and courses.

Both armed forces also interact regularly under the ambit of the Five Power Defence Arrangements and the ASEAN Defence Ministers' Meeting-Plus. These interactions have helped enhance the interoperability and mutual understanding among the personnel of the two armed forces.

Singapore to Equip F-16s with AESA Radar

 Singapore is planning to equip 60 of its F-16 Block 52 aircraft with Active Electronically Scanned Array (AESA) radars, as part of a $2.43 billion upgrading program. The provider of the new radar, being the main element in the modernization process, has yet to be selected yet.

Both Raytheon and Northrop Grumman are offering AESA radars for F-16s. Raytheon’s radar has recently been selected for a major upgrade in South Korea, to be performed by BAE Systems. Northrop Grumman is providing the radar for a similar upgrade for the US Air Force and for Taiwan, both programs to be delivered by Lockheed Martin.

According to the US Defense Security Cooperation Agency (DSCA) the upgrade package will also include LN-260 Embedded Global Positioning System/Inertial Navigation Systems (GPS/INS), APX-125 Advanced Identification Friend or Foe (IFF) Combined Interrogator Transponders and Joint Helmet Mounted Cueing Systems (JHMCS). Other equipment included in the upgrade comprise Modular Mission Computers, cockpit multifunction displays, radios, secure communications, video recorders and Mission Planning Systems. The package also includes integration of a number of guided weapons, including AIM-9X Block II air/air missiles, TGM-65G Maverick, GBU-50 and 38 JDAMs, GBU-12 and 49 laser guided bombs and CBU-105 sensor fused weapon dispensers.

Singapore currently operates 60 F-16C/D fighter planes in interceptor (F-16C) and two-seater strike (F-16D Block 52) configurations. Under the upgrade plan both variants will be upgraded to the latest configuration. At the Singapore Airshow 2012 Lockheed Martin launched the F-16V, the latest upgraded or new-manufactured model of the F-16. Singapore has not announced the schedule of the planned upgrade, but the first of the new fighters are expected to be re-introduced to service in 2015.

Singapore’s Type-218SG – Forerunner of a new Submarine Class?




Singapore is likely to expand the missions and operational capabilities of its submarine force in the next decade, fielding large ocean going submarines with mission endurance of weeks, even months in the next decade. Sofar the island state operated much smaller subs, designed for operations in shallow waters and littorals closer to home. The Defense ministry of Singapore announced this week it has ordered two new ‘Type 218SG’ submarines from the German-based ThyssenKrupp Marine Systems (TKMS).

The 218SG is a customized design from ThyssenKrupp Marine Systems. TKMS did not provide much detail about the specification of the ‘Type 218’ submarine, hitherto an unknown designation, although the company mentioned the submarines would be fitted out with ‘air independent propulsion’ (AIP) from the baseline (unlike the Archers, that had to be cut apart to ‘plug in’ the AIP). The new submarine will be customized to address specific requirements of the Singapore Navy. Among those systems will be a comprehensive combat system provided by Atlas Elektronik GmbH, to be co-developed and adapted to the customer requirements by Singapore based ST Electronics.

German industry experts commenting about the deal said the project would cost about one billion Euros and is expected to take six years to complete. The first submarine will be delivered to the Singapore Navy in 2020.

Singapore is already operating two Archer Class submarines modified by the Swedish Kockums shipyard to meet the requirements of the Singapore Navy. Kockums, now a subsidiary of TKMS, built both Archer and Challenger, both designed for littoral, shallow sea operations.

India-Singapore Joint Air Forces Training Ends

The eighth Indo-Singapore Joint Military Training (JMT) between Indian Air Force (IAF) and Republic of Singapore Air Force (RSAF), held annually at Air Force Station, Kalaikunda, West Bengal, concluded on Friday. The JMT earlier began on October 16.
The JMT held under a bilateral agreement signed between the two countries help both Air Forces gain greater understanding of each other's concept of operations. The first JMT was held in 2006.
IAF Su-30 MKI and MiG-27 aircraft participated together with RSAF F-16D Block 52+ Fighting Falcons during the six week, day-night joint drills. The RSAF detachment comprised 30 officers and 87 personnel.
